From Representative Nick Wagner’s March 15, 2012 Newsletter.

Several people and employers have contacted me concerning their recent property valuations. Many are concerned about the substantial increases that they received and have asked what can be done. There is a process by which you can appeal your property tax assessment to get it reduced. This can help keep property valuations at the right level. I find it odd that the same people who collect property tax revenue based on a valuation also set that very same valuation. I think we could reform this process and it would result in more equitable outcomes.

A property owner or taxpayer who is dissatisfied with the owner’s or taxpayer’s assessment may file a written protest against the assessment with the local board of review between April 16 and May 5 of the year of the assessment that is being protested. Also, any local government official or a taxpayer of the political subdivision where the property is located may file a protest to an assessment of property in the same manner as a protest by the owner or taxpayer of the property.

The grounds for a protest must be one or more of the following:
• The assessment is not equitable compared with assessments of other like property in the taxing district.
• The property is assessed at more than its actual value.
• The property is not assessable, is exempt from taxes, or is misclassified.
• There is an error in the assessment.
• There is fraud in the assessment.

The Marion Chamber of Commerce and the Marion Economic Development Company are hosting an educational forum to learn more about the process of how to appeal recent property tax assessments with the Linn County Assessor at 1:00pm, Monday, March 19 at St. Mark’s Lutheran Church, 8300 C Avenue in Marion. Local business owner Keith Smith will be leading the discussion. There is no cost to attend and no RSVP is necessary. If you do attend please park in the north parking lot and the meeting will be held in the Life Worship Center. (This is an auditorium with theater seating.)

As part of a fair housing grant from the U.S. Department of Housing and Urban Development (HUD), the Iowa Civil Rights Commission focused this past year on four emerging fair housing issues: service animals, parking for people with disabilities, lending discrimination, and design and construction requirements. This conference call will highlight the key findings in four reports on these issues and introduce you to the Commission’s new publications on these topics. Springer Professional Home Services is hosting a bed bug prevention and awareness seminar.

There will be housing attorneys, entomologists, technology representatives, health representatives and guest speakers from the National Pest Management Association attending as guest speakers.

This seminar is being offered to property managers and/or multiple property owners that are also members of the Landlords of Linn County.

The seminar has been developed with the intent of educating and informing property managers of current bed bug litigation, the recent bed bug emergence in the Iowa, as well as current treatments and prevention techniques.  We will have a question and answer segment to close up the event.

This is a free event that is being sponsored by Springer Professional Home Services and seating is limited.  Therefore, I would very much like to get this information out to eligible members.  The seminar is to be held Wednesday January 19, 2011 from 9:00am to 1:00pm at the El Kahir Shrine at 1400 Blairs Ferry Rd NE, Cedar Rapids, IA 52402.

Our monthly meeting is coming up Thursday January 13th and John Freeman CPA will speak on tax tips and updates for Landlords.

There is no cost for the event, if you’d like dinner is $12.00 per person.

The landlords’ Day on the Hill will be held on Tuesday, February 15th, beginning at 10:00 a.m. 
We begin our meeting at the Lucas State Office Building, 321 E. 12th, in Des Moines. The Lucas Building is directly east of the Capitol and connected to the Capitol by means of a tunnel.
If you plan to attend please let us know so we can plan for travel, meeting etc.. There is no cost for the event.
 
    We’ll have some issue briefings, as well as a couple of guest speakers.  Then, after lunch, members will proceed to the Capitol to meet with their legislators.  There are many new legislators this session, and it’s important that we get to know them as quickly as possible.
 
    It’s always advisable to communicate with your Representative and Senator in advance to tell them that you are coming to the Capitol.  Ask them what would be a good time for you to meet with them.  The process will be much smoother if you have a general idea of the best time to call on your legislators.
